About L.A. Care
Overview
L.A. Care Health Plan is a public, community-accountable health plan serving low-income residents of Los Angeles County and the nation's largest publicly operated health plan by membership. Created by the Los Angeles County Board of Supervisors in 1997 to operate the county's Medi-Cal program, L.A. Care covers Medi-Cal, L.A. Care Covered, PASC-SEIU, and Medicare Plus members. It operates under L.A. County's Two-Plan model alongside Anthem Blue Cross and contracts with a layered Plan Partner, IPA, FQHC, and direct-provider network that spans nearly every ZIP code in the county. L.A. Care is one of the largest operators of CalAIM Enhanced Care Management and Community Supports in California and a primary financier of the L.A. safety net.

"To provide access to quality health care for Los Angeles County's vulnerable and low-income communities, and to support the safety net required to achieve that purpose."
In practice that means contracting deeply with FQHCs and community providers, funding workforce pipelines, and standing up Community Resource Centers in historically under-served neighborhoods across L.A. County.
