Overview
Partnership HealthPlan of California (PHC) is a non-profit, County Organized Health System (COHS) that administers Medi-Cal benefits across 24 Northern California counties — the largest geographic Medi-Cal footprint of any health plan in the state. PHC was founded in Solano County in 1994 and has expanded steadily north, now covering rural and frontier counties from the Oregon border through the Bay Area periphery. As a COHS, Partnership is the sole Medi-Cal Managed Care Plan in each of its counties, and emphasizes local accountability, primary care, quality improvement, and meaningful rural provider participation in value-based payment.
